Buying Property in Kalkan: Who Should, and Who Should Not
Is Kalkan a sensible place to buy, and for whom? Many people ask this when they start looking at homes here. This is a decision guide, not a sales page. It should help you judge whether Kalkan fits your plans before you spend time on viewings.
Start with the headline figure. Endeksa reported in August 2026 a rent-based payback of 35 years for Kaş district. Kalkan sits inside Kaş district, but that number covers the whole district, so it is not a Kalkan figure.
A payback figure is a starting point for questions, not a verdict. Whether Kalkan suits you depends on how you will use the property, how you will let it, and what you check before you sign. Below, we look at what the numbers say, who may be a good fit and who may not, the buying checks, the running costs, and a short checklist.

Why ask this question now? What the Kaş figures say
Endeksa reported in August 2026 that Kaş is Antalya’s most expensive district. The average home is valued at about 21.7 million TL, and the average sale price is 108,664 TL per m². These figures describe the whole district, not Kalkan alone. They still give a useful sense of the price level you would be entering.

For scale, the same report puts the cheapest district, Gündoğmuş, at about 1.6 million TL for the average home. That is a gap of about 20 million TL with Kaş. We offer this as context only, not as a judgement on value.
The report also gives an annual price change of 20.72% in Kaş. This is a reported past change, not a forecast. Past price moves say nothing certain about what comes next.
Prices here are quoted in lira, while your budget may be in another currency. We give no exchange rates and make no forecasts. The price level of a villa deserves a close look before you discuss any yield.
What does a rent-based payback figure really tell you?
In plain words, the figure is a rent-based payback reading for Kaş district. It is reported by Endeksa. We have not verified how it is calculated, so we do not describe the method.
Two dated readings are worth setting side by side. An April 2026 Endeksa report gave 29 years for Kaş, with 17 years as the Antalya average. The August 2026 report gave 35 years for Kaş. The April reading is older data from a different month, so treat it as a comparison only. We do not state a cause for the change.
It helps to turn the number into a question: what rental income has this specific property actually achieved? A district average cannot answer that. In our market observation, Kalkan villas are often marketed as holiday lets, and the income of one villa can differ a lot from another. Questions about rental income are best answered with documents, not averages.
When a seller or agent quotes any yield, ask for:
- real booking records for past seasons;
- owner statements showing what the owner actually received;
- the permit status for letting the property;
- a clear list of which costs the figure includes.
Would you like to see these figures for your own budget?
Let’s go through the items in this article with your own property and budget scenario.
Book a VIP ConsultationHoliday let or long let: what does the short-let rule mean for you?
Letting a home to users for up to 100 days counts as tourist letting and needs permission from the Ministry of Culture and Tourism (7464 sayılı Kanun Resmî Gazete 2/11/2023, sayı 32357). A single let of more than 100 days falls outside Law 7464. That law was published on 2 November 2023. The original law text set a first fine of 100,000 TL per home for unpermitted letting. Treat that amount as the figure in the original text, not necessarily as today’s.

Important note: this reflects the legislation in force on the article’s publication date. Before you rely on holiday income, check the permit position of any property, and the current rules, with a qualified adviser.
If you plan a long let instead, a few rules matter. For renewed rental periods, the agreed rent cannot rise by more than the 12-month average change in consumer prices (6098 sayılı Türk Borçlar Kanunu md. 344 — mevzuat.gov.tr). Rent set in a foreign currency cannot be changed before five years have passed. A tenancy renews each year unless the tenant gives notice, and a landlord cannot end it simply because the term has run out.
In rental and condominium disputes, mediation is required before a lawsuit (6325 sayılı Hukuk Uyuşmazlıklarında Arabuluculuk Kanunu md. 18/B).
Is Kalkan a good investment? Who may fit and who may not
There is no single answer to this question. The district data is for Kaş, not Kalkan alone. Any view should therefore begin with your own use and time horizon, not with promises of return.
May fit:
- Second-home users and retirees who value the lifestyle and plan to own for a long time.
- Owners who accept a long horizon, given an average home of about 21.7 million TL and a rent-based payback reading of 35 years for Kaş. This is a matter of patience, not a return promise.
May not fit:
- Buyers who need quick or steady income.
- Buyers whose plan depends on holiday letting without checking the permit position.
- Buyers who rely on borrowing. Under the 29 January 2026 banking regulator decision, the best-case loan ceiling for a home valued at 10 to 20 million TL is 50%, and above 20 million TL it is 40%. The district average of about 21.7 million TL sits above that band. The ratios are reduced further if the borrower, a spouse or a child under 18 already owns a home. Early repayment rules also apply (6502 sayılı Tüketicinin Korunması Hakkında Kanun md. 37). We do not say whether non-resident foreigners can borrow, so ask a bank.
A smaller group looks at commercial assets such as a hotel. A tourism operation licence is issued by the Ministry, and a transfer to a new owner needs an application to it (Turizm Tesislerinin Niteliklerine İlişkin Yönetmelik — mevzuat.gov.tr).
Some readers have questions about residence, citizenship or moving money. These are for a qualified adviser and your bank, and this article makes no claims about them. Citizenship by investment is a secondary topic. It requires a property worth at least 400,000 USD, with a three-year no-sale annotation on the title deed (Türk Vatandaşlığı Kanununun Uygulanmasına İlişkin Yönetmelik md. 20). The annotation can be removed at the owner’s request once three years have passed (TKGM kılavuzu 01/02/2024 — Taahhüt terkini).
It has no link to Kalkan prices, and buying in Kalkan does not lead to citizenship on its own.
What should you check before you buy?
A sale and transfer of property is completed at the title deed office, the public land registry, with an official deed (2644 sayılı Tapu Kanunu md. 26 — mevzuat.gov.tr). A notary can draw up only a sale promise contract. If you find a listing through an agent, ask for proof of ownership or written authorisation from the owner.

Occupancy permit and title. An occupancy permit is the official permit to use a finished building. Without it, a building is not served with electricity, water and sewerage, apart from units that already hold a permit. A condominium title is converted using the building’s use permit. Ask to see both documents.
Foreign-buyer limits. Property owned by foreign individuals is capped at 10% of a district’s privately owned area and 30 hectares per person nationally. The President may raise the personal limit up to 60 hectares. Foreigners cannot acquire property in second-degree military prohibited zones, and the President may bar foreign acquisition in other designated areas. For undeveloped land, a foreign buyer must submit the project to the Ministry within two years.
Confirm the current rules with an adviser.
Agricultural land. Treat it with caution. Minimum parcel sizes apply. Subdivision and share transactions need Ministry permission. Unpermitted use can bring penalties, and unpermitted buildings cannot be connected to utilities.
Defects. The buyer must inspect the property and report defects in good time. Building-defect claims expire after five years, or after twenty years where the seller was grossly at fault.
Working with agents. Property trade services are provided under a written authorisation contract. The commission is capped at 4% of the sale price excluding VAT.
The property sales payment-system rule is not compulsory for sales made up to 1 December 2026, and the Ministry may extend that date by up to three months.
What does owning in Kalkan cost beyond the price?
Think about the buying costs before you commit. The title deed fee is 2% of the declared value, which cannot be lower than the property tax value, and it is charged separately to seller and buyer. Property tax is paid in two instalments. A transfer cannot be completed while property tax debt exists. A new owner must notify the municipality of the change of owner.
Valuable-housing tax applies only to high-value homes. For 2026 the threshold is 17,711,000 TL in building tax value. A single home is exempt, and where you own several, the lowest-value one is exempt. Where the tax applies, it is declared each year.
VAT in first sales deserves a question to the seller. The first delivery of a new home to a non-resident foreigner can be VAT-exempt when payment is brought in as foreign currency. If the home is sold on within three years, the unpaid VAT must be settled before the deed transfer. Check this with the seller and a tax adviser.
Confirm the current VAT position with a tax adviser before you sign.
If you manage from abroad, service charges matter. An owner who does not pay owes late-payment compensation of 5% per month. Owners’ meetings are held at least once a year. Voting can be done by proxy within limits, and the management budget follows a set rule. Ask for the building’s accounts and meeting records.
A short note on inheritance: Turkish law applies to property located in Türkiye. Inheritance tax has exemptions, but a declaration is still filed. If the register is not updated within two years of the death, the title deed office may apply to the court. A short talk with an adviser is wise.
A short pre-purchase checklist, and your next step
Before you commit, work through this list:

- your own plan for the property;
- the permit position for any letting;
- real booking records and owner statements;
- the occupancy permit and title deed;
- the foreign-buyer limits and the military-zone check;
- the full cost list;
- management arrangements if you live abroad.
District data cannot replace a check of the specific property and its paperwork. For currency, residence, citizenship and transfers, speak to a qualified adviser and your bank.
Conclusion
The August 2026 reading of 35 years is a district-level, rent-based starting point, not a verdict on Kalkan or on any property. Kalkan may suit long-horizon second-home owners and retirees. It may not suit buyers who need quick income or rely on borrowing.
Before you commit, check the use, the letting plan, the paperwork and the costs. You are welcome to contact WinWin Real Estate Club for a calm conversation about your situation.
Frequently Asked Questions
Can foreigners buy property in Kalkan?
Yes, but within limits: under the legislation in force on the article’s publication date, property owned by foreign individuals cannot exceed 10% of a district’s privately owned area or 30 hectares per person nationally. Foreigners also cannot acquire property in second-degree military prohibited zones, so the specific plot should be checked against that rule.
Who pays the title deed fee when buying a home?
Both sides pay it, separately. Under the legislation in force on the article’s publication date, the fee is 2% of the declared value, which cannot be below the property tax value. The sale itself is completed with an official deed at the title deed office, not at a notary.
Is Kalkan a good choice if I want rental income?
Not necessarily. Endeksa’s August 2026 rent-based payback reading is 35 years, and it covers Kaş district as a whole, not Kalkan alone. If you plan holiday lets, letting homes to users for up to 100 days counts as tourist letting that needs Ministry of Culture and Tourism permission under Law 7464, published on 2 November 2023. As that source is dated, confirm the current position with the relevant official body.
How much of a Kalkan home’s value can a mortgage cover?
Only part of it. Under the 29 January 2026 banking regulator decision, the maximum loan-to-value ratio for a home valued at 10–20 million TL is 50% (A-B), 40% (C) or 30% (other), and above 20 million TL it is 40%, 30% or 20%.
What should I check before buying a home in Kalkan?
Start with the paperwork of the specific property, because district data cannot show how one home stands. A review of the title deed record is recommended, ideally alongside the seller’s documents and any rental booking records. Confirm the current rules and your own situation with an official body or a qualified adviser.
